    The only area I know which would drop Elemental Staffs/Wands (not sure about the numbers either) are from Castellan Toad or Cimsonwood Keep Party Quest.

    Currently, Ninja Castle is inaccessible through normal means.

    Cimsonwood Keep has remained closed since the Masteria Through Time Update v.171 (March 2016) which was about a year ago.
