Big difference between your idea and Nexon's: they stuffed the boxes with temp pets.
So while your suggestion would let a player have a guaranteed permanent pet (although possibly an ugly one) for $7.5, Nexon is nowhere near as generous.
My guess is that most people who get a permanent pet from this box will end up paying more than 5 years' worth of Water of Life for it (and it might still not be to their taste).
Oh, and just a reminder: Reboot still doesn't have Water of Life in its Rewards Shop.
Also, I'm sure it's no coincidence that this box goes on sale on the same day we get the Artifact and Bun Master events, which require picking up about 1600 items per day.
Back on topic, I think the boxes aren't available in non-Reboot because Nexon didn't want to develop a method to trade unused pets. In non-Reboot, people would be a lot less willing to get stuck with items they don't want.
