Bug type: Functional
Brief bug summary: Blaster's dynamo gauge is broken.
More details: Upon login, blaster's dynamo gauge charges once, but never again until you log in again. Renders most of blaster's power useless.
In addition, chat feature selectively does not work, and I have confirmed this is not a server lag issue (tries to send messages, presses enter, but nothing appears - note that this happens on entire account and is not just limited to this one character).
Steps to reproduce: Several login attempts, complete computer restarts, complete launcher reboots.

I know you said you did complete computer restarts, but be aware that a normal restart (even turning off the power) does not clear the corrupted memory. You need to do a FULL shutdown. https://www.howtogeek.com/129021/how-to-do-a-full-shutdown-in-windows-8-without-disabling-hybrid-boot/
