Fish don't appear from the Fishing system

Brief bug summary: Fish won't appear.

More details: Upon entering the fishing area where one can fish, you have to use the Fishing Chair and some bait. By using those things one expects to catch fish, but the fish don't appear. I've been there for a few hours, but not a single fish hooked on the fishing line.

Steps to reproduce: Go to Angler's Rest. Then chose the first fishing area, as that's the only one available when you fish for the first time. Afterwards you use the Fishing Chair and some bait. Lastly you sit there hours and achieve nothing.
