Is Phantom arrow platter too weak?

Is anyone using Arrow Platter as Phantom? I find the damage output is too low.
Right now I'm using all my buffs with bazooka cannon. Would be nice to have better map control.

    arrow platter got nerfed pretty badly the damage is 180% and when it fires 4 arrows its damage is 87%.

    not to mention it gets reduced when phantom steals it
