Beast Tamer Quests Don't Trigger

The Beast Tamer quests with Nonvon Leon don't activate when you click on the quest bubble -- I had to restart the game 10 times to activate the first quest, restart the game several more times to turn in the quest, and now cannot activate the second quest when I click on the bubble or try to talk to him.
