Maplestory wont load on steam and nexon launcher

My friend in installed maplestory and tried running it but it wont start up he tried uninstalling and reinstalling he also tried turning off fire wall as well as repair installation. he then downloaded it on steam and same problem persist he even tried the compatibility issue and nothing as well as having soscreenmode from 0 to 3 and nothing tbh im out of ideas of what to do to help him out as we've tried everything we can find and from my knowledge. i hope someone can help me :c

    i did that last night and got the nexon launcher to work, i changed the value to 2. u need to play with between 1-3 see which works. but yeah ._. steam isnt launching the game for unknown reasons.
