Cannot get Cadena II

I am not too sure if this is a bug in the game, but in the game i am level 33 however I am not able to get the second job (Cadena II) for cadena. For some reason i cannot level up anymore of her skills. I would like to know how to fix this or how to upgrade my skills, because as of now all of the moves I have are maxed out.

    Open the maple guide, press the job advancement button.
