Eliminating the rebels quest not working

The quest says to get to the hair salon at exactly 6pm UTC which is the same as GMT (my time zone) but every day i get there at 6pm it doesn't activate the quest. I was wondering if this was a bug or if UTC is different that GMT and I'm getting the time wrong

    Since it is now summer, the UK is on GMT+1, not GMT. 6 PM UTC will be when it is 7PM by your clock.
