Cant purchase Nx

Hey, dunno why but i can purchase nx. all the time i get some new acc limit and it says that:
" For security, you cannot charge NX via this payment method on this account until 24 hours after you’ve created an in-game character. Only NX Prepaid will be active until then. (Code:51000)"
but the prob is that i dont have any new characters that were created. the last one that i have created is a week and the half or two. but i still getting this error....is anybody can help me with that?
