Iaijutsu Phantom Blade Grounded

So I noticed that after V199 came out, my Hayato can't use Iaijutsu Phantom Blade in the air anymore but I didnt read any changes of it in the patch notes. So I was wondering if this was intentional, unintentional or am I just tripping?
