Not sure if it's a bug or if it was just left out in patch notes, but-

Bug type: Game Content

Brief bug summary: Unable to whisper if your status on the buddy list is "Offline"

More details: Before v. 199, you could whisper while "offline".

Steps to reproduce:
1. Invisible Login or change buddy list status to "Offline".
2. Try to whisper.
3. Get a system message saying, "You cannot whisper while you are using an Invisible Login.
