Brief bug summary: After you hit the 10 times checkpoint for any of the Balance Quests, you get x5 Balance buffs, but if you log off, the Balance buffs disappear and leave you with only one

Steps to reproduce:
1. Have at least 10 of any Balance quests done.
2. Finish said Balance quest and receive x5 Balance Buff.
3. Log off.
4. Log back on.
5. Notice that you only have x1 of said Buff.
