Can't accept "To Each His Own" Quest

I talk to Naoe Kanetsugu who has a lightbulb over his head in Orbis.
The text box disappears, and nothing happens.

This is the Kanna quest.

    The NPC is also in the wrong spot, on the mini map, he is in the top right corner, but is not actually there
