Character Creation Card on a New World?

Can I use a Character creation card on a new world if I buy it there? For example, can I make a level 1 on Bera and buy the lvl 150 character card and make it work if I have no other characters on Bera?

    If I remember correctly, don't you need a character over a certain level on the world you want to use it on?
