Wild Hunter Capture skill

I am playing a level 200 wild hunter in the Reboot server. The Wild Hunter beginner skill “capture” couldn’t capture any monsters. I’ve been trying to capture regular monsters such as Big Spider, Drake, and Roids. Every time I use the capture skill, it says this in the chat box “ The monster cannot be captured.” I tried capturing the same monsters in the Bera Server but the capture was successful. I believe this problem is only in Reboot server.
