Rune Notification not showing (Solved)

Bug type: Rune Notifier

Brief bug summary: After activating a rune when going to activate another one no time limit is shown

More details: Before the recent patch which added 5th job im no longer receiving the time left till I can activate a new rune + I can no longer chat while in combat (not related but still an issue)

Yes the first few lines of chat not being sent is one issue I can confirm happening to me. Will a full shut down alleviate some of the symptoms?
