Which is better... Pensalir set or Raven Horn set?

Checking my old characters. I saw that I have completed the Raven Horn set and the pensalir set. And I wanted to ask you which one is better for my NL?

    The Empress equips will have higher stats, but ultimately you'll move on to CRA in the future regardless.
