All mage except battle mage ignore the attack speed shown on the weapon (unless normal attacking directly).
Instead mages uses the spell attack speed which all start at the default value of 6(normal).
Attack speed inner ability, DSI, green potion, and all other attack speed increase skill both increase weapon attack speed and spell attack speed.
Your computer issue, one of the following may fix it, but none of the previous bug report about this have really investigated this fully due to the bug poster giving up or no response, so you may be the test subject.
-Restart your computer if you are using window 7.
-If using window 8 or 10, hold shift when selecting the "shutdown" button in the window start menu top perform a full shutdown.
-Update your graphic card driver.
-If your graphic card driver was updated at the same time the problem started appearing, that update may be causing the problem.
Change channel if you used the boss queue or is in the ch that boss queue take everyone to.
This happens because there is a limited number of Zakum room that the system accidentally put you in a room that hasn't been properly reset.
Buff duration increase, summon duration increase and cool down reset do not work for 5th job skills.
As far as I know and can test, only Mercedes legion puzzle block effect ( 2/3/4/5/6% cooldown reduction) affects 5th job skill.
That what you are suppose to see if it was properly designed in the first place.
You get what you see if you get your pay early, it is doubled when you wait.
