Non-Character Legion Block Counting Towards Total

Non-character legion blocks can only be added to legion board after the cap is hit for proper behavior.
Meaning, if I had 38 slots and 2 non-character legion slots and recreate these steps:

LEGION SETUP: 38 + 2 / 38
REMOVE ONE: 37 + 2 / 38

I can no longer replace the one I removed until first removing the non-character legion blocks.

REMOVE NCB: 37 / 38
ADD ONE: 38 / 38
RE-ADD NCB: 38 + 2 / 38

This seems like a bug in logic and causes inconvenience when managing placement.
