Deleting physical program files does not uninstall a program; you probably still have the registry keys associated with the old game. Installing a program entails a lot more than unpacking a few physical files, it often configures things like your environment variable or creates daemons for automated tasks. As a result, if you want to completely remove a program, you have to first uninstall it and then delete the program files (uninstall first because many programs provide uninstallers which do this for you).

To be completely honest, I wouldn't have deleted the entire game; it's 10GB in size and downloads are slow. I'm not entirely sure why you did that, but since you did you should simply have to open the launcher, select the gear-shaped icon, and press "Repair Installation" (or simply hit "Play"). The launcher will download the necessary files automatically and you should be able to play.
