Rune perk from Hasty Hunting not working

The rune still only give +100% exp and still have the 15 minute cooldown
Halloween Hasty Hunting
UTC: October 23 at 12:00 AM – November 5 at 11:59 PM
Rune cooldown time reduced from 15 to 10 minutes.
Rune gives 2x as much EXP.
