All potential bonuses of "all skills levels: +1" of the magnificent souls don't work. I have already reported a bug with the leafre set (crusader codex) with the all skills levels: +1. The only potential that works is using "Decent Combat Orders"

    Not a bug. As mentioned in your Codex thread, Combat Orders (+ the decent version) are the only options to bypass the max level.
