Battle Mage skills not working

Brief bug summary:
I'm only able to basic attack and teleport. Any attack or buff skills wont go off. i'm pressing the skill and nothing happens. I even tried using the skills in the skill window. nothing works.

    Battle mage require a staff to attack.
    When your chat is set to "all", it will tell you that you are wearing the wrong weapon.
