Shining Clover Collection Tool Unavailable?

My clover collection tool expired so I went to the CS and it isn't available anymore. We still have two weeks left of the event. Why is this gone?

    Okay so I just saw this : available from 11/16 after maintenance to 1/29 at 11:59 PM.

    Still makes me sad that the event started half way into a month and then we can't get another if we already have one and so your stuck with it expiring in the middle.
