How do I evolve this dang robo pet?

so I transferred my level 16 pet levels to the robo pet:

but nothing happened?

Is it because I transferred the levels instead of obtaining them from the beginning? Does it not work if it's over level 15? Please help.

    buy a pet AP reset scroll from cloy in henesys park and then talk to mar the fairy in ellinia.
