Deligence and guild skill working on clean slates?

So i have a question, does deligence and the guild skill work on clean slates? I remember to pass some clean slates to my friend with 14%extra chance total on scrolls use and they were working more than 10% of the time, we used about 40/50(i guess)css and more than 4 worked, i guess about 6 of em.
So i was wondering if it work, to look further into deligence and guild chance.
