Bug type: Diamonds in the Rough 3 is not completable.

Brief bug summary: Peri Dotts NPC does not get transfered to B10 and as such the trigger for the next NPC to appear is never enabled thus you are unable to complete this quest.

More details: Finish the questline for Kerning Tower up to this point. I have also tried forfeiting and retrying the quest with the same issue.
