Shade Damage Skin Still Not Working

I recently bought a Shade damage skin but it won't let me apply it. I still have slots available for a new damage skin so that's not the issue. It tells me I am unable to equip the effect.

Character job: Kaiser

World name: Windia

Date and time of the incident: Monday March 27, 2017 at 3:00am CST (or 4:00 am EST)
