Phantom Luck of the Draw doesn't attack

During the trading voyage at commerci, using Luck of the Draw doesn't hit anything. The animation is there, but no cards are thrown, and the skill does 0 damage for the entire duration. The pick a card at the end of the skill however does work, still giving me the random buff
