Cash items transfer

Seeing as "Cash transfer event" is a thing,
And clearly, Nexon IS capable of allowing cash items to be transferrable within the account,

I sincerely wanna know the reason it has to be an event in the first place.
Why isn't it a permanent thing.
And I got nothing to complain about personaly, because even if they allowed cash transfer right now, there's nothing I wanna transfer.
However, it is a common question, and a matter of debate. I even heard of players that won't come back to play until "the next cash item transfer event".
Why does it have to be an event?
