Bug type: Event, Envelop Invitation

Brief bug summary:
In the V.185 patch notes, it is stated that, "a quest invitation will float above your character's head at every 15 minute/45 minute of the hour between the hours 10:00 AM - 10:00 PM UTC."
The 45 minute of the hour invitation always shows up, but I have yet to see the 15 minute invitation.
