Pirate Banner not working as intended

Bug type: Skill functionality error

Brief bug summary:
So Pirate Banner the new Pirate 5th job skill which gives 22% stat gain in invested AP and -33%Def on mobs, also should give stance, the pic below highlights that text.imgur.com/4dt0GOh

However, it doesn't seem to be the case, I still get knocked back by mobs, here's an example.imgur.com/UJzEUAr
Also I made sure the buff icon for the skill appears on the top right corner.
