Question about Warring States Manifesto

I seem to recall that there was a scroll being sold in FM shops that gave some sort of skill. Is this the Warring States Manifesto, and therefore it would be tradable within my account? I want to give the skill to a character that I can't get all the way through Sengoku High with. :/

    I don't think so, you get that skill from equipping the 3 sengoku totems
