Can't start any FriendStory chapters

Bug Type: Quest

Summary: When attempting to start a FriendStory chapter, the start button for any chapter will not light up leaving the player unable to start it. There are really no steps to reproduce this as it's something from an NPC, other than attempting to start a chapter.
