Suggestion: Another Name Purge

I'd really like to see another round of name purges. Since so many have quit or been banned it would be nice to have some names without accented characters opened up. I would especially love if names of perma banned characters that have been banned over 3 years ago be included as well, as enough time has passed to have forgotten associated offenses.
