[Quest] Prism Perks Gem Quest Does Nothing

Brief bug summary: Clicking on the "[Prism Perks] Get the Monster Life Gem Coupon" does nothing

More details: Attempting to start the "[Prism Perks] Get the Monster Life Gem Coupon" quest via the star notifier on the left side of the screen doesn't do anything. Pressing it gives no window, and going into the farm shows no gems given. Same for all characters.

Steps to reproduce: Click on the "Available events" star, then on the "[Prism Perks] Get the Monster Life Gem Coupon" quest. Nothing will happen.

Character name: AK7120, AK7123, AK7124, AK7125; all characters in Khaini

Character level: 43-212

Character job: Multiple

World name: Khaini

Date and time of the incident: 8:00-8:20 EST

    It appears that the issue is only in Khaini for me; my level 34 in Bellocan is able to receive and complete the quest.
