[Reboot] Allow NX trading event

Make an event in Reboot that allows NX only to be traded between players. :)
No, this is not the same as the nx transfer event, because that is only within the same accounts, this is among other players.

    I would rather trade some of my OWN items from Renegades to Reboot. I also doubt people would be generous with trading highly desired equips (i.e. Lucid set for me)
