I can't start to ship (Commerci)

Bug type: Commerci Voyage

Brief bug summary: I finished the quests in the Commerci, so I tried voyage. For the first tutorial, it was fine. But the problem arose from the second one. As I loaded up stuff, I could click "ship", but it actually did NOT work. I did reboot my computer several times, but the problem still remains. Please fix this.
