skill quest 2th job?

when I reached level 30 and got 2th job (fire/poison mage) I got the help notification (the one on the button right that gives general game information) that there are quests to acquire skills, and it gave a name of one but I missed it.
are there skill quest at such an early stage or I just misunderstood?
