MapleStory won't let me go in the game.

I just got the game but when I enter the game, it will return me to the home screen and something will pop up and say. You cannot access the game for one of the following reasons. 1) The game world is down for maintenance 2) You are accessing the game from a banned IP 3) Your internet connection is not stable and I am sure I have everything that is required for this game. Someone help me!!!!!!
