Thunderbreakers 'Primal Bolt' Passive

The primal bolt passive in game states: each lightning charge grants 9% ignore def and damage +25%. This passive skill does not seem to work, neither passively nor actively. (Tested it while having stat window open).

    I been told that each lightning charge grants 9% IED, additive to each other (0-9-18-27-36-45), and finally it gives you 25% damage permanently on your character, with or without lightning charges.

    I see the lightning charges only add 5% IED per lightning charge .(Checked with primal bolt active and on/off cooldown)
