Extremely Rare Fire Flower?

In Mihile's story quest called "The New Ally," Cygnus instructs you to get 3 Rare Fire Flowers from the fire flowers in the Perion region. How rare are these flowers? Cause I've been clicking them for half an hour and nothing seems to be dropping. I thought maybe this is a bug since there have been instances in the past that a same bug occurred if I recall correctly? Is this also a bug? Or am I really just that unlucky that nothing is dropping from these fire flowers?

    I had this issue before as well, turns out you have to click the fire flowers in the boar maps, rather than the stump maps.
