Recharging Certain Stars at Arcane River Merchants

Bug type: Cannot recharge stars (Balanced Fury, Crystal Ilbi) at certain NPCs.

Brief bug summary: Certain merchants, notably in Arcane River, do not let players recharge Balanced Furies and Crystal Ilbis. Currently, I have to either go to Monster Park or Temple of Time just to recharge those two popular stars.

Steps to reproduce: Go to Arcane River (e.g. Arcana), talk to Merchant NPC, click Use tab, and observe no "Recharge" button for Balanced Fury / Crystal Ilbi.
