Does Dilligence affect Spell Trace Enhancements?

I notice that my Dilligence level is 50 and it says it gives an extra 5% or so chance to scrolls. I was wondering if this includes or excludes spell traces since it is not directly specified. And if it does affect it, does it also apply during Spell Trace Fever time?
