Rigging Gunslinger

So just wanted to check before I went and reported, but would it be appropriate to report someone who's taking in two mules and main and basically rigging Gunslinger? Or am I just being overly sensitive about a minigame event?.

Reason I know he's rigging with mules is cause of the ign's, the way the queue repeatedly asks for confirm then says someone denied, and the way the three accounts shoot/shoot order.
