Night Walker cannot use Straw Dummy fully

Bug type: Shadow Spear does not work in towns.

Brief bug summary: Straw Dummy is only able to be summoned in the town(s). Shadow Spear (our fifth job skill) does not work in towns, and can never be applied to the dummy. It also does not work in the Balrog hands, so that's out of the option as well. There is currently NO way to test our DPS with Shadow Spear on a 25% PDR mob.
