"that ID is already logged in" glitch

Recently I've been having this issue where I cant join the server and it forces me to quit the game. I've tried to uninstall the game and I tried to restart my computer, but that didn't help me resolve my problem and i would really appreciate your help guys!

*edit* the problem is that I cant play with any of my characters and a message pops out which says "that ID is already logged in"
