Fix All chat (All chat mode)

The new Silencing system for All chat mode (which better not be a bug) works, but you can't capitalize letters.
Like if I wanted to say:

Pickles, it would come out at
pickles, at the beginning of my messages.

If you care about English this is quite dramatic.

What do you think?
