Not Allowed to Regster for Reboot?!

I recently was reading through news on the home site and got very excited to see that they were bringing Reboot to Europe servers where I am located at. As I'm eager to try new things I tried to register for the event that is going on but the message I received was that "Sorry you aren't eligible. Only accounts in good standing are." What have I done on my account to not be eligible? I've never had a bad encounter in the game or done or said anything to deserve being excluded. I'm sorry I didn't know the exact place in the forum to post this, but I'm hoping that I receive an answer from someone who can explain what's going on!
